The Single Community Programme

Local Infrastructure Development Plan (LiDP)
A national framework for voluntary and community sector (VCS) infrastructure development and capacity building, ChangeUp, was published in June 2004. ChangeUp aims to support the VCS as both a provider of services and a component of wider civil society to improve quality of life. ChangeUp is backed up by around £6.2m of public investment in London infrastructure and capacity building to support front line voluntary and community organisations (VCOs).

Futurebuilders
As part of the 2002 Spending Review the Government conducted a crosscutting review of the role of the voluntary and community sector in service delivery. The outcome of the review was announced in July 2002 and included a £125 million Futurebuilders fund to assist the voluntary and community sector, including social enterprises, in its public service delivery role.
This investment has also been established, says the Government, to demonstrate that the sector can move from a dependency culture based on short-term grants and contracts to investment in long term sustainable funding.
