Change Up: a ten year plan for the borough’s voluntary sector

Infrastructure organisations in Waltham Forest need to work better together if they are to effectively support voluntary and community groups in the borough to deliver front line services.

This is the key message emerging from a 10 year Local Investment Development Plan recently completed locally by a multi-agency ‘Core Group’ set up under the Change Up government initiative.


Change Up has operated in every part of the country to facilitate an analysis of the needs that front line organisations have if they are to take a greater role in delivering services which are traditionally the realm of central or local governments.
According to the plan, so-called infrastructure or umbrella groups need to:

  • agree their respective roles and activities and how organisations refer and signpost
  • agree to develop a joint marketing and access strategy to complement the agreed roles and activities
  • develop a collaborative approach to their work, i.e. rationalise the number of infrastructure organisations
  • provide leadership for the voluntary and community sector
    support groups in being fully inclusive

The Waltham Forest Local Infrastructure Development Plan (WFLIDP) seeks to map current infrastructure support provided to the local Voluntary and Community Sector by the statutory, voluntary and private sectors. It also aims to address how gaps are filled in local provision, explore the sustainability of services, investigate opportunities for collaboration and deal with duplication of services where this exists.

The Plan was developed by a Core Group made up of Voluntary Action Waltham Forest (lead agency); the BME Alliance; Volunteer Centre; Community Empowerment Network; Waltham Forest Council; Primary Care Trust; Ascham Homes; WF College and O-Regen. The Core Group also had the support of a wider reference group. Consultations involved members of these groups and a number of other umbrella and front line organisations.

The Plan was submitted to Government following detailed guidance though it was submitted as ‘work in progress’ in recognition that more work needs to be done.

VAWF, which leads locally on Change Up, brought together a Steering Group and Reference Group for this work.

Change Up!
The Change Up programme seeks to enable the development of a ten year investment plan to develop the voluntary and community sectors’ infrastructure for the benefit of front line organisations.

In the course of this year local, subregional, regional and national
plans are being drawn up.

How is ChangeUp rolling out across London?
A cross-sectoral London ChangeUp consortium has been set up by London Voluntary Service Council to oversee the development of a regional plan outlining how an initial £6.2million and any further investment will be used. A 10-year strategy will be developed for the region, including each of the five sub-regions, and every London borough.

Who is leading ChangeUp in each borough?
Generally, Council’s for Voluntary Service are leading on the development of a Local Infrastructure Development Plan (LIDP) and have set up cross-sectoral steering groups to put together proposals for consultation and delivery of their LIDP.
