There are a number of key issues that the
work on accommodation has been seeking to address:
- Many groups cannot find anywhere to hold events including committee
meetings, religious and cultural celebrations, etc. Other organisations
may be able to offer a suitable venue. The database can help with this.
- Some organisations based in Council premises had been paying little
or no rent in the past. They are facing difficulties since the Audit
Commission’s demand that the Council charge groups a "market"
rent. We are looking at the dilemma that accommodation poses and seeking
to map the need for accommodation across the various geographical areas
in the borough.
- Many groups do not know how to go about looking for premises, or
how to adapt premises they have found to make them suitable and accessible.
We have been exploring ways of developing a technical knowledgebase
about the various issues involved in the maintenance and development
of buildings.
- The accommodation needs of voluntary and community groups should
inform Council and Health Authority policies. We therefore seek, where
appropriate, to influence policy. The local COMPACT, for example, is
now a signed document setting out principles of partnership work between
voluntary and community sector organisations and a number of statutory
bodies including the Council and the Primary Care Trust. Four COMPACT
working groups exist, one of them on accommodation.
